SAM (Smart Approaches to Marijuana) is an anti-marijuana legalization group, led by former U.S. Rep. Patrick Kennedy, Kevin Sabet, and conservative columnist David Frum.
SAM is a group of bipartisan professionals working in mental health and public health. The nonprofit organization consists of medical doctors, lawmakers, treatment providers, preventionists, teachers, law enforcement officers, and others who seek a middle road between incarceration and legalization.
